LONDON, August 22. The Congo arrangement’ includes the payment of £2,000,000 -to King Leopold. The “Times”urges the signatory Powers to insist before the confirming of the annexation on- tho abolition of veiled forms of slavery and forced labor. It was difficult to carry out the Belgian promises, because the natives’ lands were seized and they were therefore compelled to pay taxes by forced labor. They should also insist on the freedom of trade promised to all nations by the Congo Reform- Association. The United States is urging Hon. E. Root to insist on the introduction of free trade and the abolition of forced labor.
