FALLING-OFF OF VOLUNTEERS. United Press Association. Copyright LONDON, August 13. A further serious diminution in the number of volunteers for the territorial army has taken .place during the second week’s training. Many battalions are 50 per cent, below last week, and somo mere skeletons. The newspapers comment on tlio fine material of the territorial army, and deplore the smallness of its numbers.
