THE POWERS’ REFORMS. A TEMPORARY ABANDONMENT. United Tress Association, Copyright (Received August 14, 8.25 p.m.), ST. PETERSBURG, August 14. Russia, in a note to the Powers, states that since the complete and sincere application of the principles- embodied in. the charter the Sultan has spontaneously granted Turkey would assure Macedonian reforms, which tho Powers were pressing to obtain, Russia is ready to suspend hor programme of reforms in order to nvoitl any expression of distrust of the Sultan and tho Ottoman Government. Russia states that Britain has also abandoned, for the moment, pressing her reforms. Thu Sultan has warned tho Powers not to consider their reforming role terminated unless real improvements are elfected in Macedonia.
