United Press Association. Copyright (Received July 19, 4,15 p.m.) TEHERAN, July 18. The elders in the chief quarters of Tabriz agreed upon concerted action against the Government forces. Priests harangued the crowds, and thousands of the citizens proceeded to Rakhim Khan’s headquarters, and threatened a holy war unless he withdrew. Rakhim, -without waiting to parley, withdrew with his horsemen to the suburbs. ■, . ' ; ! Tho mob looted the residences ol the Shah’s wealthiest supporters. Many of Rakhim’s horsemen, who were isolated in the town, were lulled, and th 0 majority of tho infantry melted away into tho crowd as civilians. '
