CAPETOWN, July 1. Hon. J. X. Merriman, in introducing the Budget in the Cape Parliament, said it showed a deficiency in the past year of £996,000. The Government’s retrenchments had led _to a saving of £617,000, but he anticipated a deficiency of £906,760 for the coming year. Ho proposed to lower the base of the income tax to £SO per annum, to suspend the sinking fund provision, and to deduct five per cent, from the salaries of Civil servants and members of Parliament. He added the Government did not want the Cape to enter into a closer union with the other colonies as a bankrupt State.
