BELGIUM PROMISES REFORMS. SIR EDWARD GREY’S GOOD WORK. United Press Association —Copyright (Received June 16, 10.12 p.m.) LONDON, June 16. A Blue Book dealing with the Congo shows that as a- result of Sir Edward Grey’s efforts Belgium has promised satisfactory reforms in the Congo, including equality of trading and ns regards other stipulations and treaties. Sir Ed ward. Grey emphasised the fact that the Congo State had not fulfilled the objects for which it was originally organised or-tlio conditions of the treaties. He described the system of taxation by labor as slavery.
