FEDERAL TREASURER’S INSTRUCTIONS.
ARBITRARY AND ILLEGAL,
United Press Association— Copyright. MELBOURNE, May 30. Consternation has been caused in various Stale Treasuries owing to the Federal Treasurer issuing instructions not to pay any balances of revenue back to the States for the months of May or any liter period until further Sir John Forrest raised a question ’in the House, and declared this to be a violation of the constitution, an arbitrary illegality calculated to embarrass State finances. Sir W. Lyne explained, that he had hoped the Surplus Revenue Bill, which deals with these balances, would have been passed. As the Bill was not yet .law the money would bo paid in tlie usual way. Sir W. Lyne was heckled as to his intentions, but declined to be drawn.
