In the House of Lords, Lord Roberts and Grenfell strongly supported Lord Denbigh’s suggestion that tho Government should experimentally raise only a limited number of huso and field batteries for the territaral forces, and devote the balance of tho money to strengthening the regular horse and field artillery. Lord Lucas promised that the subject would bo carefully const lm - >d. Lord Aliddleton described the reply as inadequate.. Lord Tweedmouth complained that the criticisms were directed to the bad side, instead of emphasising the good side of the territorial army. He did not deny that the whole business was a gamble, wherein he was willing to lay odds on success. Lord Landsdowue hoped the Govormnent were not going to gamble the nation’s safety.
