' • TARIFF REFORM. United Press Association—Copyright. LONDON May 17. The “Daily Telegraph” says that Mr. Stanier (tho recently-elected member) put tariff reform in the forefront. Though such an issue was not so directly involved at the byeelection as at the general election, yet it is clear that the tariff reform policy is making some way and not proving so repellaut as at first. In the House of Commons, Mr. C. P. Trevelyan’s Bill, granting the public free access to uncultivated mountains and moorland (the application of which is limited to Scotland like Mr. Bryce’s earlier measure) was read a second time by 177 to Go.
