ASSISTING THE IMPECUNIOUS

Tlio Sanitary Committee reported to the Christchurch City Council at its last mooting that copies of the Christchurch City Sanitation Empowering Bill had been forwarded to each member of tlio Council. The object of tho Bill was to empower tlio Council to raise money by way of a special loan for tho purpose of assisting tho poorer ratepayers to ■ connect their premises with tho main sower. The committee recommended that tlio Bill should 1m adopted and that steps should bo taken to introduce it into Parliament during tho coming session. Cr. Sorenson said that the relief to bo provided by the Bill would only extend to those who could not pay for the cost in a single sum.
The Mayor said that instead of providing that tho advanced money should bo repaid within live yoars, the time should ho extended to ten years, and in order, that all should bo made aware of tlio faeilty to bo extended, each notice requiring a connection to bo made should bear u statement in reference to it. Cr. Williams said that there should be no necessity for a person to plead poverty. The 'advantage should be extended- as far as possible. Cr. Taylor said that ’ there was no disgrace in pleading poverty.
Cr. Loughnan said that he opposed the suggestion that the relief should bo restricted to tho indigent.
Cr. Forrester said that ho did not think there would be a large enough fund to permit of financing everybody. The cost would bo enormous.
