CONFERENCE OF PREMIERS
UNSATISFACTORY CONCLUSION. ADVERTISING AUSTRALIA. United Press Association—Copyright. MELBOURNE, May 12. The Premiers’ Conference concluded without reaching a settlement of the financial problems. It adopted a series of resolutions to the effect that it viewed with apprehension Sir William Lyne’s proposals, considering that if adopted they would seriously affect the financial independence and solvency of the States. No financial scheme could be assented to which did not provide for their receiving a fixed annual sum and a proportionate part of all increases of Customs' and excise revenue It was further resolved that the State, should be the sole judges as to raising loans without interference from, the Council of Finance, that the amount returnable to the States should he on a per capita basis, that the proposed sinking funds proposal, without making equitable provision for compensation, is objectionable, that in the event of the Commonwealth taking over the debts they should be reduced by. the sum of transferred properties. Resolutions carried urged an earlv settlement of the question, and its submission to State Parliaments as early as posible. , Mr. Deakin and Sir William Lyne attended and discussed the resolutions. ’Sir. Deakin suggested that when the tariff was out. of the. way they should submit Sir "William Lyne’s proposals,* and the Premiers’ resolutions, to the Federal Parliament, and then if the States thought fit have a further discussion . The Conference discussed the question of the Federal and States Parliaments’, co-operation on the promotion of immigration. Referring to a recent cable Mr. Deakin said the Federal Government had not considered a proposal for subsidising the “Standard,” but they were considering a proposition for advertising Australia by taking a certain space in the new weekly issue of that paper. The rest of the issue would be made up of cables from Canada, South Africa, and other parts of the Empire. The Government wanted to
