Mr. Long, in -a speech on the measure, argued that the time-limit was absolutely incompatible with the concurrent levy -for insurance. ,Ho reminded tho 'Houso that the Socialists are already talking of the -appropriation,,of other kinds of property after the time-limit of 14 years lias expired. Several' Liberals snoke against the Bill. •Mr. Asquith declares his Budget on Thursday next.
