TO THE ELECTORS OF THE BOROUGH OF GISBORNE. RADIES AND GENTLEMEN, —" Having boon unavoidably detained North, I liavo to aslt your forbearance l'or not setting my views before you earlier ns a Candidate for your suffrages. My first plank is DRAINAGE,, as the most important question to come before the Council, and I declaro myself in favor of tho Rest and Practical system within our means. My second is tho question of METALLING our Roads. Tho present system is wasteful, and I am in favor of tho Borough, County, and Harbor Board combining to establish and instill the Most Economical and Practical means of obtaining the Best Metal within our reach. • In addition to the above, my views on the following questions are, that wo should take Immediate Stops to. secure tho Ivaiti Hill for a Breathings .place for our Citizens', which could be. hiiade the .Show \Pla'co ''of-the Town. "I ,‘ulsb'Tavor securing land for Recreation purposes both oil • Wliataupo'lco and Ivaiti; and that we'sliould never agree to any Reduction in tlio Water Pressure contracted for in our pro-, sent supply. As an old resident of Gisborne, and a heavy Ratepayer,-1 need hardly say. that my v.iiolo energy will bo devoted to its welfare, and' I believe in a PROGRESSIVE POLICY, without Recklessly- Overburdening the Citizens. I am, Ladies and Gentlemen, Your Obedient Servant, FRANK HARRIS.

TO THE BURGESSES OF GISBORNE. A DIES AND GENTLEMEN,— At tlic request of a number of Ratepayers, 1 have pleasure in olfering myself as a Candidate for a seat on the Borough Council, vacated by Mr. W. Miller. If elected, no efforts will be scared on my part to conserve your interests. In regard to Roads, I shall do my utmost to see that each portion of the Borough is fairly dealt with with tile-funds at tlio disposal of the Council. There are many Roads in the Borough which are a disgrace to the Municipality, and the earliest opportunity should be taken of remedying the same. ■* I am in favor of the Outer Harbor. I am in favor of the municipalisation of the Gasworks, and also Tramways, when the timo arrives. • I shall strongly support an economical drainage scheme, which will adequately servo the Borough as a whole, commensurate with our resources. The Water Supply has undoubtedly been a great boon to the town, and I shall favor every street in the Boiough being reticulated as speedily as possible. I am in favor of Unimproved Values as the basis of valuation tor the Borough. If elected, I shall strenuously endeavor to do that which is. fair, just, and honorable to all ratepayers, nrespective of party or district. W. J. r- GAUDIN.

MAYORAL ELECTION. TO THE BURGESSES OF THE BOROUGH OF GISBORNE, AND GENTLEMEN,— lu response to the request of a large number of. ratepayers, I beg, to offer you my services as Mayor during the coming year. My views generally on Municipal matters are strongly progressive. The most important question at present before tne Council is that ot sanitation, in which I take a. very keen interest. I am earnestly desirous of initiating a Drainage System in the more congested parts or the Borough, which may be extended to embrace other portions as necessity arises. Tko Water Supply must be pushed to a successful completion, and those streets not already reticulated must bo provided for as poeedily as possible. There is no doubt that our Streets and Roads genorally are m a deplorable condition. Many are without metal at all, and in many more the metal is worn, out: Tho whole question resolves itself into that ot obtaining a cheaper and more regular supply of metal. I shall endeavor to levelop the sources of metal we already possess, and also to procure additional supplies. The number of Street Lamps should e considerably augmented. I am in favor of tho Municipal control of the Gas Works, and of bringing tho Fire Boards Act into operation. I consider that the time has arrived rlion Gisborne should have a continuus Telephone Service, in order to ring it into line with centres of qual importance. I am strongly of the opinion that revision requires to be made tor uses of Chronic Disease such as canot be dealt with in our present Hosital, and also that the present acommodation at the Old Men’s Home liould be extended so as to include otb sexes. If you elect me I shall have a 6eat i tiie Harbour Board. lam in ivor of the construction of air eluent Outer Harbor, believing that 3 tter shipping facilities would nia■rially advance the welfare ot the ,wn and district. I endorse- the ition of the Board in procuring the jvice of eminent engineers, and in ’f err in a the plans to the marine iperintendents of the companies ■adiii" to the port. I shall use every rideavour to have the matter placed lirly and squarely before the ratedyers as early as possible. I am anxious that futher Reserves ould be secured for the people, and pecially desire to obtain a Public jjjorve up the 1 Waimata River lor e use of boating parties. I heartily advoc.:’.e (hat our Railfay should bo pusiK-d on without iurher delay. When, the Jorests are inped au export timber trade will be loveloped, which will result in mateially reducing freights on coal and ither imports, thus reducing tho cost if living in Gisborne. have tho utmost faith in tho re development of Gisborne, and Id you honor me by election it be iny- constant endeavor to pro- . and advance its interests by y means in my power. watchword will ever bo “ProYours faithfully, J.
