AUSTRALIAN RIGHTS.

THE IMPERIAL COLONIAL POLICY. SPEECH BY MR. PRICE. United Press Association—Copyright. (Received April 26, 5.5 p.m.) LONDON, . April 25. Mr. Price, addressing the Liverpool Reform Club, said eight hours of Australian work equalled ten hours in England. Ho feared the Liberals contaminated tho Imperial movement by forcing it into a narrow groove. Australians believed the,Liberals in England were less friendly to them than they ought ;to be. Ho complained that State Premiers were excluded from the Colonial Conference. Tho Federnl Premier did not represent tho whole Government functions.

He complained bitterly of tho Imperial veto, of the South Australian Bill refusing mining leases to Asiatics. The Liberal Government had no right in that connection to ask an Australian Government to substitute aliens for Asiatics, sinco the colonials did not there exclude Europeans. Though South Australia had been doscribed as'insignificant, it nevertheless meant to insist on its rights. Australians felt that, in foreign policies, the-Liberals did less good for the colonies than the Conservatives. No doubt the Liberals, so far as the colonial policy is concerned, if they think it advisable, will call a Council, at which t\io Australian States should be able to do something in regard to making treaties which would bind them.
