X A DIES AND GENTLEMEN,— Ju , . , , In response to tho request or a largo number of ratepayers, I beg to offer you my services as Mayor during tho coming year. Mv views generally on Municipal matters aro strongly progressive. Tho most important question at present boforo tho Council is that oi sanitation, in which T tako a very keen interest. I am desirous of initiating a Drainago System in tho more congested parts of tno Borough, which may bo extended to embrace other portions as necessity arises. Tho Water Supply must bo pushed to a successful completion, and those streets not already reticulated must bo provided for as speedily as possible. Thero is no doubt that our Streets and Roads generally aro in a deplorable condition. Many aro without metal at all, and in many more tho metal is worn out. The whole question resolves itself into that or obtaming a cheaper and more regular supply of metal. I shall endeavor to develop tho sources of metal wo already possess, and also to procure additional'supplies. The number of Street Lamps should be considerably augmented. I am in favor of tlib Muuioipal control of the Gas Works, and of bringing tho Fire Boards Act into operation. I consider that tho time has arrived when Gisborne should liavo a continuous Telephone Service, in order to bring it into lino with centres of equal importance. I am strongly of tho opinion that provision requires to bo made lor cases of Chronic Disease such as cannot bo dealt with in our present Hospital, and also that the present accommodation at tho Old Men s Home should be extended so as to include both sexes. If you elect mo I shall have a seat on the Harbour Board. lam in favor of tbo construction of an eihcient Outer Harbor, believing that better shipping facilities would, materially advance the welfare or the town and district. .1 endorse the action of tho Board in procuring tlie advice of eminent engineers, and in referring tho plans to tho marine superintendents of tho companies trading to tho port. I shall use every endeavour to have tlio matter placed fairly and squarely before the ratepayers as early as possible. I am anxious that futher Reserves should bo secured for the people, and especially desiro to obtain a . Public Reserve up tho AVaim at a River ior the ’use of boating parties. I heartily advocate that our Railway should bo pushed on "without iurther delay. When the forests are tapped an export timber trade will be developed, which will result m materially reducing freights on coal and other imports, thus reducing ‘the cost of living in Gisborne. I* have the utmost faith in the future development of Gisborne, and should you honor mo by election it will be my constant endeavor to promote and advance its interests by every means in my power.
