MAYORALTY. TO THE BURGESSES OF THE BOROUGH OF GISBORNE. Ladies and gentlemen,In again consenting to offer >; my services as Mayor of your town, ; I do so with a. strong fooling tjmfc it is necessary to have tho affairs of this Borough put oil a. sounder and better footing, both from an econo- - miciil as well as a beneficial standi point; and, further, that it is possible for us to derive greater municipal improvements and advantages upon a. loss rato than wo aro now paying. ..Regarding tho question of streets and footpaths, it must bo conceded that they are in a deplorable' condition, and should bo put in better order, which I am strongly of opinion can ho done at a less cost to tho ratopayers than tlioy nro now actually paying; this can bo dono by utilising the Council’s moans to a hotter end. I maintain that tho annual saving on this head alone would bo more than sufficient to pay interest, sinking fund, and annual cost on an economical and efficient sewerage, scheme,sufficient to serve Gisborno for many yours to come. ' . I am opposed to Mr .Mestayer’s suggested Shono system of sewerage, ns it is altogether too costly for our small population ; its-initial cost would be £125,000, with an annual cost- fpr pumping, etc., of about £2OOO, or a: total annual cost of about £7625, which would bo a most disastrous strain on this Borough’s finances. At tho samo time, I fully recognise that sewerage and drninago MUST be provided for at once *to serve the .whqlo of the settled portion of tho oxtoiuled Borough. And, if wo profit by the experiences of other flat towns, situated less favorably than we are, and use the systems they are using for sewerage, wo should obtain an efficient sewerage scheme for, less than £30,000, with an annual maintenance costing under £SOO, or, say, a total annual cost of about £IBOO, instead of £7625, as suggested by Mr. Mestayer’s scheme. Regarding tho waterworks, I have all along strenuously opposed tho use of the Spiral pipes for tho service main, and foretold the disastrous results it meant to tho Borough if they were used. I deeply regret that events are proving that this Borough is not getting the full benefits of n. good scheme, because of a defective service main, and I fully recognise that tho Council will (as I believe they are now doing) require to handle the difficulties of the Spiral pipo line in a most careful manner, so that tho full benefits of the scheme, both for fire and other purposes, may be enjoyed by the Borough, and at tho same time see that the cost of maintenance of this servico lino does not strain tho Council’s finances too much, but, whatevor else has to be done, I consider a reservoir must be provided as soon as possible. I have always been ill favor of the nnmicipalisation of tho Gasworks, or, alternatively, to consider the prudence of ultimately going in for electricity, with a view of using tho latter power for a tram system when required ,as well as for streot lighting,, and these matters should be carefully and favorably considered by tho Council. I maintain that our future progress mainly depends upon the manner in which tho affairs of tho Harbor Board are controlled. We must have a deep water harbor, and, with this object in view, every care must be , taken to seo that no mistakes are made, for which ’nig-nose the fullest and best advice should be first ob- ' taiued, without any unnecessary' do- , lay. I hold that the policy of the Board should bo to limit tho expenditure in the river as much as possible, consistent with immediate shipping requirements, and mako fair charges against tho ships for port and other dues, and so reduce the burden on the. people using the port. If this \ policy is maintained, I am strongly of opinion that there need never bo another harbor rate levied, even tho- ! ougli wo incur the cost of an Outer Harbor at a cost of £350,000. The ( necessity of a harbor rate in the fu- . ture will only arise by reason of the . above policy being departed from, and , through needless or extravagant ad- j ministration on the narfc of the Board; .
