TO THE BURGESSES OF THE BOROUGH OF GISBORNE, AND GENTLEMEN,— In response to the request of a large number of ratepayers, I beg to offer you my services as. Mayor during the coming year. My views generally on Municipal matters are strongly progressive. The most important question at present before the Council is That of sanitation, in which 1 take a very keen interest. I am earnestly desirous of initiating a Drainage System in the more, congested parts of the Borough, which may be extended to embrace other portions as necessity arises. The Water Supply must bo pushed to a successful completion,, and those streets not alroady reticulated mustbo provided for as speedily as possible. There is no doubt that our Streets and Roads generally are in a deplorable condition. Many aro without, motal at all, and in many more tlio metal is worn out. The whole question resolves itself into that of obtaining a cheaper and more regular supply of metal. I shall endeavor to develop tlio sources of metal wo already possess, and also to procuro additional supplies. The number of Street Lamps should be considerably augmented. I am in favor of the Municipal control of the Gas Works, and of bringing tlio Eire Boards Act into operation. I consider that the time has arrived when Gisborno should have a continuous Telephone Service, in order to bring it into line with centres of equal importance. I am strongly of tlio opinion that provision requires to be made for cases of Chronic Disease such as cannot bo dealt with in our present Hospital, and also that tlio present accommodation at the Old Men’s'Home should be extended so as to include both sexes. If you elect mo I shall have a 6eat on the Harbour Board. 1 am in favor of the construction of an efficient Outer Harbor," belioving that better shipping facilities would materially advance the welfare of the town and district. I endorse the action of tho Board in procuring the advice of eminent engineers, and in referring tho plans to the marine superintendents of the companies trading to the port. I shall uso every endeavour to have the matter placed fairly and squarely before tho ratepayers as early as possible.

I am anxious that futher Reserves should he secured for the people, and especially desire to obtain a public Reserve up the Waimata River for the use of’bea.ing parties. I heartily advocate that our Railway should'!: l -' pushed oil without further delay. When the forests are tapped ail export timber trade will be developed, which will result in materially reducing freights on coal and other imports, thus reducing the cost of living in Gisborne. I have tho utmost faith, in the future development of Gisborne, and should you honor me by election it will bo my constant endeavor to promote and advance its interests by every means in my power.
