“ALCOHOL D IMINISHES THE RAPIDITY OF THOUGHT, MAKES THE IMAGINATION AND POWER OF REFLECTION COMMONPLACE, AND DEPRIVED OF ORIGINALITY; ACTS UPON FINE AND COMPLEX SENSATIONS BY TRANSFORMING THEM INTO COARSE AND ELEMENTARY ONES; PROVOKES OUTBURSTS OF EVIL PASSIONS AND DISPOSITIONS, And in this way PREDISPOSES MEN TO STRIFE AND CRIME, And UPSETS HABITS OF WORK AND PERSEVERANCE.” PROFESSOR SWOVSKY, PRESIDENT OF THE RUSSIAN SOCIETY FOR THE PROTECTION OF PUBLIC HEALTH.

TO THE BURGESSES OF THE BOROUGH OF GISBORNE, ' ADIES AND GENTLEMEN,— lu response to tlio request of a large number of ratepayers, I beg to offer you my services as Mayor during the coming year. My views generally on Municipal matters are strongly progressive. The most important question at present before the Council is that of sanitation, in which I take a very keen interest. I am earnestly desirous of initiating a Drainage System in the more congested parts of tlio Borough, which may bo,extended to embrace other- portions as necessity arises. The Water Supply must bo pushed to a successful completion, and thoso streets not already reticulated must be provided for as speedily as possible. There is no doubt that- our Streets and Itoads generally are in a deplorable condition. Many aro without metal at all, and in many more tho metal is worn out. The whole question resolves itself into that of obtaining a cheaper and more regular supply of metal. I shall endeavor to develop tho sources of metal wo already possess, and also to procure additional supplies. Tho number of Street Lamps should be considerably augmented. I am in favor of tho Municipal control of the Gas Works, and of bringing the Fire Boards Act into operation. I consider that the time has arrived when Gisborne should have a continuous Telephone Service, in order 'to bring it into lino with centres of equal importance. I am strongly of the opinion that provision requires to be made for eases of Chronic Disease such as cannot be doalt with in our present Hospital, and also that tho present accommodation at tho Old Men’s Home should be extended so as to include botli sexes. If you elect mo I shall have a seat on tiio Harbour Board. I am in favor of the construction of an efficient Outer Harbor, believing that better shipping facilities would materially advance the welfare of tho town "and district. I endorse tho action of the Board in procuring the advice of eminent engineers, and in referring tho plans to the marine superintendents of tho companies trading to the port. I shall use every endeavour to have the matter placed fairly and squarely before the ratepayers as early as possible. I am anxious that futhpr Reserves should be secured for the people, and especially desire to obtain a Public Reserve" up tho Waimata River fur ilio use of boating parties. 1 heartily advocate that our Railway should be pushed on without further delay. Whim the forests are tapped an export timber trade will bo developed, which will result in materially reducing freights on coal and other imports, thus reducing tho costof living in Gisborne. I have the utmost faith in the future development of Gisborne, apd should you honor me- by election itwill bo my constant endeavor to promote anil advance its interests by every means in my power. My watchword will ever be “Pro;ress. Yours faithfully, J, W. WILLIAMS.
