Lords ltipon and Lansdownc, Mr. Asquith, Mr. Balfour, and Mr. Redmond paid warm tributes to Sir Hon-; rv’s charaotor and services. * His retirement has evoked many public expressions of sympathy, including a unanimous resolution by the Central Committee of tho Manchester Conservative Association ol profound regret that tho state of his health necessitated his resignation, and expressed the earnest hopo that lie may be long spared to enjoy in retirement tho respect and esteem in which ho is held by all political parties. Mr Asquith has started for Biarritz.
