Tho Kaiser has approved of President Roosevelt’s nomination of Dr., Hill as Ambassador at The Hague to succeed Mr* Tower. Great excitement was caused in Washington because of Dr. Hill’s popularity. The American Foreign Office at Berlin professes ignorance of the matter.
