A larger proportion of men must be found, and I believe that it ds tin- uncertainty of promotion rather than Ihe smallness of tho remuneration Hint at present warns off men.” Out of 916 adult teachers in the middle university district, 229 have no examination status whatever, and the position is a serious one.
