President Alexis is avoiding complications, and authorises the refugees at tlio Consulate to leave Hnvti. He claims to possess proofs that General Firman conspired to assassinate him (President Alexis) and the Ministers. Since the outbreak twenty-seven conspirators, who are all blacks, found to bb in possession of firearms, have been executed without trial. Tho refugees include General Nadronu, commander of Port an Prince, and tho Chief Justice of Havti. France refused to surrender refugees.
