United Press Association—Copyright (Received March 14, 5.18 p.m.) ' PEIvIN, March 14. lhe Chamber of Commerce at Neweliang has protested against Japan’s attitude in connection with the Takumon railway, as violating tho Portsmouth treaty in injuring foreign trade trade interests, and further declares that the open door policy in Alanchuria is nowiso observed.
