N.S.W. PARLIAMENT. NEW INDUSTRIAL DISPUTES BILL. United Tress Association—Copyright (Received March 13, 11.1 a p.m.) SYDNEY, March 13. In the Assembly, Mr. Wade, in introducing an Industrial Disputes Bill, s.iid that tho Arbitration Bill would expiro at tho end of Juno. A new measure was proposed to keep up the continuity of the award, and so far as the present Act was concerned it provided that after June all disputes would bo investigated by a tribunal possessing none of tho demerits of the present system, and all the merits tbit could be gathered from other systems. While it embodied tho underlying principles of tho Victorian Wages Board Act, there wore many principles where it went beyond the Victorian Act. Instead of a body for the whole State, a body was provided to deal with am- industry. It might he necessary to have forty or fifty members. These bodies should have practical knowledge of tho work they hid to deal with, and the object of the Bill was to have every industry represented, so as to have the tribunal called together’without any delay. Tho more presence of a lawyer was no longer essential, and he would make it clear that there would bo no appeal from the award. The chairman of tho Board would bo a District Court Judge, or someone of equal standing and power. The present Act for the enforcement of the awards by fine or imprisonment would bo retained, and no provision would bo made for a common rule, hut the Boards would have power to apply the award to extended areas. Any body of men could co-op-crate and ask tho tribunal to rrive an award. There was no provision for preference to unionists, but the Boards could give preference if they liked. The Bill was read a first timo.
