A memorial, signed by 50 members of the Stock Exchange, has been presented to Mr. Asquith, protesting against the Licensing Bill, which it declares is so confiscatory as to deprive investors of a large part of their security for brewery debentures and' shares, and bringing ruinous loss to vast numbers of innocent holders, and creating a precedent for similarly dealing with other classes of property.
