THE DRAINAGE SCHEME.
While tho drainage scheme propounded by Mr. Mestayor is still under consideration, it is just as well that tho ratepayers should 1 o made thoroughly aware of the scope of tho proposals. (Neither the original report forwarded by Mr. ivlostayor nor tho supplementary uno asked for by tho Council made anv rolerence lo household waste, and others besides ourselves assumed that it would remain, like the storm water specifically mentioned, to he dealt with otherwise. However, it is now made clear that all nightsoil, and practically all drainage excepting storm-water, is provided for, and this |certainly puts tho schemo in a much more favorable light than was formerly the case. Tho chief point, of course, namely, that of finance, still remains to bo dealt with, and, judging from the fact that the Finance Committoo has not boon able to submit a report, though a fortnight has olapsed since receiving its instructions, there must be a good deal more in this than some of tho Councillors apparently anticipated. A proposal to spend £90,000 is not one to be lightly dealt with, and it would have been a distinct blunder on the part of tho Council to have approved of the schemo without first making the inquiries that arc now occupying the attention of tho committee. In the meantime, ratepayers will be consulting their own interests uy making themselves acquainted with every aspect of the question.
