As the authorities were hinting at the existence of an Act of Charles 11. prohibiting more thin 10 persons approaching Parliament with, a petition, Mesdnmes Pankhurst, Kenny, and 11 others, in order to challenge its enforcement, left Caxton Hall for St. Stephen’s, and declined to disperse. The 10 who were arrested were disappointed because they were not prosecuted under Vmt .Act, nut merely charged with obstructing and resisting the police.
