GERMANY’S BROKEN PLEDGES. United Press Association— Copyright (Received Feb. 9, 515 p.m.) AIOROCCO, Feb. 8. Abdul Aziz, interviewed at Madin, states that when the Kaiser offered to protect Morocco against French severity he accepted, but finding the Kaiser would do nothing,, though t*he French advance continued, he lost all confidence again, and went over to France, which ought to provide means to enable him to regain Fez.
