Lord Amp thill raised a donate "J the Lords regarding the treatment or British Indians in the iransvual, and expressed satisfaction at tne compromise arranged, though the Government ought to secure a settlement before granting the J ransvaal self-government. Lord Curzon said the settlementwas not final from standpoints of the Indians and the colonial, winch weie entirely different. Two forces were pulling in opposite directions. Tie urged that -restrictions ought to be as little vexatious and injurious as possible, and tho educated and highest classes of natives ought not to be herded with men of the lower degree. Lord Elgin said that an honorable settlement had been arranged which was satisfactory to both parties. Indians were excluded from the colonies, not on account of their bail qualities, but- becauso of their good qualities, patient industry, frugality and temperance, which made them such formidable competitors to the white man.
