THE COMMISSION’S REPORT. United Press Association—Copy-right (Received Feb. 2, 4.27 p.m.) LONDON, Feb. 1. The Commission on the lost Crown jewels report that Sir A. E. Vicars, the Ulster King of Arms, did not exercise vigilance and proper care in the custody of the jewels, also that details show, on the part of Sir A. E. Vicars, an extraordinary absence of a feeling of responsibility for tho safety of the jewels. Tlie Commission expresses regret at his refusal to attend the inquiry. Earl Pembroke’s son-in-law, Mr. Wilkinson, has succeeded Sir A. E. Vicars as Ulster King of Arms.
