Mr. Birrell, in a speech at North Bristol, emphasised his difficulties, in the face of a population bent on getting Home Rule. The whole trouble in Ireland arose through land, and but for land Ireland would bo' the most crimeless country in the world, yet the Lords, who were parties to tb© dispute, had mutilated the Land Bills, and thereby increased the discontent, and juries now declined to convict.
