It 3s officially stated at Berlin, that ni tlio negotiations between Germany Russia, and Sweden, it was never contemplated reserving the Baltic to the lowers on its coasts, or excluding other Towers. The negotiations reter to the territorial possessions of the States on the Baltic shores, and not the Baltic Sea, or its entrances and exits.
