Mr. Dell declares this to he a violation of tho spirit of the agreement and a transparent attempt to pack to Conciliation Boards with non-union men. The Admiralty lias replaced on the active list the third-class cruiser Philomel and sloop Algerine, which were declared ineffective in 1901.
