INEPTITUDE OF POLITICIANS BLAMED. United Press Association —Copyright (Received Dec. 29, 4.40 p.m.) LONDON, Dec. 28.

He adds that if the whole burden of naval defence falls on the United Kingdom it is" owing to the ineptitude of British politicians, and not because British subjects have unpatriotically refused to contribute.
