COMPLETE REFORMATION ESSENTIAL. United Press Association —Copyright (Received 9.20 p.m., Nov. 27.) PARIS, Nov. 2/. M. Chaumex, reporter of French naval estimates, reports that a complete organic reformation of the nav\ is imperative. He recommends the appointment ol an extra Parliamentary Commission, chiefly consiting of admirals, to prepare 'a plan of ro-organisation which shall form tho basis of a Government measure.
