PROPOSED SUPERVISION. Special to Times. WELLINGTON, Nov. 18.

Mr. Da-vcy lias given notice to move the following new clause in. tho Gaming and Lotteries Bill: —“(I) It shall bo the duty of all racing clubs using tho tote to pay out (after deducting tiro usual 10 per cent., commission) by way of dividend ail moneys received from investments on tho tote, provided that it shall not bo necessary to pay out fractions of a shilling other than onehalf ; (2) any breach of this section shall be an offence, and the penalty shall be a fine of not more than £IOO for each offence; (3) on and after tho Ist day or September, IDOS, ■tlio number' of days on which the tote shall bo used at all race meetings shall bo reduced by one-sixth of the number existing at the time of tlio passing of this Act.” Mr. Jonnings lias given notice to move that all investments on itho tote must be made in tush, also for the appointment of inspectors. The inspectors are to see that all investments are properly recorded on the tote, and to check and certify to same, and generally to seo that the provisions of this Act arc lawfully carried out. A char-go of oneeighth per cent, in additiomto any percentage now charged shall «be deducted Prom the revenue of the tote amd payable to tho Government ; such sum to be applied to allaying tho salaries of such inspectors.

Mr. Jennings states that recently in Christchurch, at the Christchurch’ Jockey Club’s meeting, although the tote was shut before tho time of startling tho. various races, yet in several instances money was' rung on the machine after the race was run, lienee the necessity of the Government appointing inspectors.
