IRRELEVANT TRADITIONS SHOULD BE CAST OFF.

Tho Times, without endorsing Mr. Deakin’s somewhat contemptuous criticism of the Imperial secretariat as disclosed in the re-arrangement of the Colonial Office, writes that la fresh departure and tlie casting off of irrelevant traditions would have inspired more confidence and tended to make the secretariat better adapted to its function as the connecting link between equals.
