COLONIAL OFFICE REFORM.

EFFECTIVE SIMILE BY MR DEAKIN. “MOUNTAIN IN LABOR BROUGHT FORTH A MOUSE.” United Press Association—Copyright (Received 5 p.m., Nov. 17.) MELBOURNE, Nov. 17. Mr. Dealtin, on tabling in the House Lord Elgin’s despatch regarding the re-arrangement of the Colonial Office, said:—“Those who appreciate the importance of the proposals submitted to the Colonial Conference by the Dominions oversea for the readjustment of their status, and then read this' document, will be reminded of the mountain in labor which brought forth a mouse. Let us hope its appearance will remind the people of the Empire of the contrast between their needs and this outcome, while consoling themselves with the reflection that the mouse is creeping in the right direction.”
