PUBLIC SERVICE CLASSIFICATION.

THE BILL INTRODUCED. (Special to Times.) AVELLINGTOX, November 7. The Public Service -Classification Bill was introduced last night. It provides for the classificaton of thoso branches of 'tlio Civil Service not at present classified. It provides for u Public Service Classification Board, consisting of a Minister of the Crown and Officers of -t’lie first division, not exceeding ten in nu-inber,. The Board shall classify tlie positions in the service together with the maximum and minimum salaries and tho increments of such salaries. Provision lis made for appeals against revisions of the classifications. No reduction of salaries shall take place as the result of such classification, -a-nd appointments may, after classification, be at the minimum salary attached to the position. The Bill does -not apply -to Alinisters of the Crown, Judges of the Supremo and. Arbitration Courts, Naval, Alilitary and Police forces or temporary officers. _ TRAVELLING ALLOAVANCES. It is provided that travelling allowances may be paid to officers at rates -prescribed by regulations, hut such rates shall not exceed (a) in the case of officers whoso salaries aro not less than £7OO, fifteen shillings a day; (b) in -the case of officers whose salaries arc Jess than £SOO but not less than £3OO, twelve shillings and sixpence a day; (c) in the ease of all other officers, -ten - shillings a d-av. Such allowances shall be in addition to tho actual cost of liorso hire, and of railway, steamer, coach, call and other fares. No travelling allowances shall be paid to. any officer except for. the neriods during which ho is absent from his headquarters in the discharge of his duties . TEAIPORARY OFFICERS.

All persons who have been continuously employed for five years in a Department shall be regarded as permanent officers. No person temporarily employed -after tho passing of t-lie Act,"-and who is disqualified for permanent employment, shall ho continuously employed for more than six months at a time, -nor shall he he temporarily reappointed within six moptlis after refusing to ho employed therein. The salary of the Clerk to tli 0 House of Representatives is increased to £650, and that of the Clerk’s assistant -to £450. THE CLASSIFICATIONS.

All positions shall be classified into four divisions. The first division consists of heads of departments, the second -division shall include all other positions carrying a .maximum salary of £SOO or more (except those which the Board considers to he more suitably classified under the third division). Tlio third division Is the only one in regard to which, details' of salary arc given, and shall ho classified by the Board in accordance with the following scheme: Class 1, minimum £470, maximum £SOO, two annual increments of £ls. Class 2, -minimum £420, maximum £450, two annual increments of £ls. Class 3, minimum £365, maximum £4OO, two annual increments of £lO and one of £ls. Class 4, minimum £315, maximum £350, two annual increments of £lO and oiie of £ls. Class 5, minimum £265, maximum £3OO, one annual iiierement-of £ls and two of £lO. Class 6, minimum £2lO, maximum £250, four .annual_ increments of £lO. Class 7, minimum £l7O, maximum £2OO, three annual increments of £lO. Class 8, minimum £4O, maximum £l6O, one annual increment of £3O .-and six of £lo. The fourth division shall consist of positions occupying less than £SOO, and which the Board does not consider suitable for inclusion in the tliird division.
