Tho Hospitals aiul Charitable Institutions <l3illj -which was circulated to-night, is intended to strengthen the financial position of Hospital and Charitable Aid Boards in regard to the providing of various institutions. Tho borrowing powers of tho Boards nr© to ho extended so as to allow them to borrow on mortgage ot uny land vested in them, with or without paper of sale, and on such tonus anil conditions as tho Board thinks nit. It- is provided that the moneys payable to a ißoard by tho contributory local authorities shall -include all moneys required for tho purchase ot sites for hospitals or other institutions which the Board is authorised to erect, and all funds required tor die erection, repair, extension, alteration, or equipment of such mstitut.ions. The Board may make such moneys payable by instalments, spread over a number of years, llie Town Boards of town districts .which are not parts of counties are to he contributory local authorities.
