HOUSE OF REPRESENTATIVES.

WELLINGTON, Oct. 31. The Premier moved the second reading of the Local Bodies Leans Act Amendment Bill, which makes for a reduction in the rate of interest, as promised in the Financial Statement. The rate proposed is 4-1 per cent, for a period of 26 years, 4 per cent, for 32 years, and 31 nor cent, for 41 years.' A local body may choose under which ru-te it will borrow. After general debate the Premier said he would consider some suggestions made, and tho second reading was agreed to oil the voices.
