PROPOSED CONSTITUTION. (Special to Trans.) WELLINGTON, Oct. 27. A schedule to the Harbors Bill provides tiie following . method for the constitution of the Giisborne Harbor Board:—“Gisborne Harbor Board, twelve members, two members to be appointed by the Governor, four by the electors of the Borough of Gisborne, five by the electors of that portion of tho Gisborne Harbor rating district which is outside the Borough of Gisborne, and one by the vote of persons who have severally paid to the Board £4O or upwards of harbor dues during tho year ending the 31st day of December last preceding the election.
