CIVIL SERVICE REGULATIONS.

CHRISTCHURCH, Oct. 21. Dir. J. A. McCullough addressed his first public meeting since suspension from the railway service in •tho Square yesterday afternoon. About 500 people were present, and McCullough spoke for about anliour. He strongly urged the emancipation of all Civil servants from the restrictions forced on them by the existing regulations, under which he had been dismissed. He did not want the sympathy of the public for. himself, but wanted them +o assist in freeing the 20,000 public servants, who under present conditions were only serfs. AUCKLAND, Oct. 21. The Auckland branch of the Amalgamated Society of Railway Servants passed a resolution urging the Government to give all members of the Civil service full civil and poliitical rights. CHRISTCHURCH, Oct, 21. It is stated that in consequence of the epidemics which have been raging during the present year—influenza, whooping cough, and measles—the services of no fewer than 200 school teachers in the" North Canterbury district would have to be dispensed with if tho provisions in connection with till© average attendance are adhered to. In one of the City schools, East Christchurch, it would involve tho dismissal of six teachers. At a meeting on Saturday morning of tho committee of the North Canterbury District Institute, it wis decided to communicate with, the Department through the North Canterbury Education Board, and urge tho Minister for Education to substitute tho average of last year for that of. the present year, which latter, is is stated, should be disregarded altogether.
