The Ra.ilw.ay Companies’ Association reply that even if a conference were desirable they are unable _to take any action in a matter affecting the relations between each individual company and its staff. iMr. Bell said he was frankly disappointed at such a very lame excuse being assigned. Air. Richard Bell expects on the 28th the results of the ballot. (He declares the men . throughout the country are enthusiastic.
