Discussion revealed a marked conflict of opinion between tho British and tho German delegation. Sir Ernest Satow emphatically declared that Britain would not accept the convention as a final solution of the matter. Ho commented on its inadequacy, also that neutral shipping was gravely endangered. Tho conference also adopted a convention as to rights and duties of neutrals in war time. Britain, Japan, America, and throe others abstained from voting. Germany and five others made reservations.
