SUBMARINE MINES DEALT WITH. United Tress Association—Copyright (Received Oct. 10, 10 17 p.iri.) THE yAGUEi Oct. 10. A plenary sitting of tho Peace Conference adopted a convention relating to submarins mines, but reservations by several Powers nullify as far as they are concerned its most important provisions. . Discussion revealed a marked conflict of opinion between tho British and tho German delegation. Sir Ernest Satow emphatically declared that Britain would not accept the convention as a final solution of the matter. Ho commented on its inadequacy, also that neutral shipping was gravely endangered. Tho conference also adopted a convention as to rights and duties of neutrals in war time. Britain, Japan, America, and throe others abstained from voting. Germany and five others made reservations.
