ANNUAL

Proß3 Association. WELLINGTON, Oct. 7. The twentieth annual meeting ot Mio New Zealand Amateur Rowing Association was hold to-night, nil • G. F. C Campboll presiding. . On the motion of tho Chairman, seconded by Mr. McVilly, tho annual roport and balance-sheet was adopted. Referring to tho suspension ot the Auckland Association, tho Chairman said the Council had not gone beyond its powers in taking tins action, and tho extreme step had not boon taken until every endeavor had been made to overcome the difficulty. ELECTION OF OFFICERS. Tho following'bmcers were elected: President, Mr. C. J. Wray (Wanganui); vice-presidents, Messrs It. A. Mariner (Auckland) and J. R. Lanauzo (Hawke’s Ray) ; Council, Messrs R. IV. McVilly, R. M. Isaacs, W Coffey, G. Lauclilan, G. E. Ham mond', J. E. Widdop and F. E. Morton ; secretary and treasurer, Mr. A D. Bayfield. NEW RULES

Tho now rules wero adopted as follows: The names of judge or judges, umpire or umpires and starter for all regattas other than the championship regatta must bo submitted and approved by the local Association under whoso jurisdiction tho regatta is held.—(By Canterbury Association.) At the conclusion of tho regatta it

shall bo tho duty of the regatta secretary to secure from tho umpire or umpires assigned a statement certifying that there have been no disqualifications. The said signed statements shall bo placed before the regatta committee at its_ first subset quent meeting, and shall be tho authority to pay the prize money. A regatta committee paying prize money before receiving the official statement shall do so at its own risk.— (Canterbury Association). Tho Canterbury Association further proposed: ‘.‘Any crew not having been started in a race shall not take part in that race under a penalty not exceeding £2.” This was affirmed with the addition of the words, “such amount to be recovered from tho club whoso representatives are concerned.”

Rule 3 W2s proposed by Mr. McVilly, on behalf of the Council., to be amended in the direction of providing that no Association shall be entitled to exercise more than five votes. The object of this was to ensure equitable representation. Tho proposal was opposed by Mr. Coffey on behalf of the Canterbury Association, which now had seven votes and a membership of 761. The Canterbury Association contributed 26 per cent of the Association’s revenue. If this were passed that Association would be justified, contended the Canterbury delegate, in asking for the fixing of a maximum amount gf subscription. Tho motion for the alteration of the rule was carried on the casting vote of the chairman. Rule 18 was amended to provide that in future winners of championshins shall receive a coat badge in ■addition to a. ca.p badge. AN ASSOCIATION’S SUSPENSION. Mr. McVilly explained tllie position of the AueWiand’s Association’s suspension. A dispute arose between that Association and the Wajirtemata Club in connection with an appeal to come before the Council at Auckland. In spit-j; of .reported requests from the club the Association failed to bring the matter before the Council. It was accordingly suspended in accordance with rule 8. The action ol the Auckland Association was, he said, a deliberate attempt to victimise the Wnitemiata Club, obviously under the shelter of the Council. Mr. Morton said the trouble arose over a fourpenny levy made on the Wuiitemata Club, against which, it appeared, tho olub objected. The Auckland Association would not answer a certain, question put by the Council, because it felt, that unde: rule 8 its jurisdiction was being infringed. Correspondence was read to show that the levy was illegal, and that the appeal was suppressed by the secretary of the Auckland Association .

cessary for the Council to hold the Association responsible, as it could not deni with, anybody else. The action of the Council was ap proved in regard to the suspension which bad been already removed. CHAMPIONSHIP REGATTA.

Applications were received from the following associations for the championships to bo held in .the forthcoming season : Auckland, Hawke’s Bay, Marlborough, and 'Wanganui. Messrs. Coffey (Canterbury) and Anderson (Hawke’s Bay) strongly urged the claims of Napier, which ifholding a carnival next year. It offered a suitable course on the i-nne, harbor, and offered £2OO in prize money. Air. Griffiths advocated the claims of Picton, which offered exception.a' facilities as a championship course. Napier was selected, 16 votes bo ing given for that centre, 7 for Wanganui, and 1 for Picton. REINSTATEMENTS.

Following were reinstated as amateur oarsmen':—Alex. McDonald (Otago), Ralph Donkin, Thomas James, and David Dunlop (Auckland). PROPOSED LEGISLATION.

Correspondence regarding the proposed legislation for apoiltis-goverruing bodies was referred to the Con noil for consideration, and to appoint delegates to a conference if thought necessary. GENERAL. The secretary, ''Jr. Bayfield, was. granted a bonus o ; ,‘[fifteen guineas. A hearty vote 04-thanks was passed to Mr. Campbell, .’ho is retiring from active work in collection with the Association. Appreciative reference were made to his services as chairman of the Council.
