JAPANESE OFFICERS FOUND WITH RUSSIAN PLANS. OFFENDERS IMPRISONED. United Press Association—Copyright (Received Sept. 22, 4.46 p.m.) ST. PETERSBURG, Sept. 21. The St. Petersburg Bourse Gazette states that during military manoeuvres near Vladivostok, some Japanese officers belonging to the General Staff were found in possession of certain maps and plans. They were nlaced under arrest. The Japanese Government demanded the immediate release of the prisoners.
