PROPOSED AMENDMENT DEFENDED. Press Association. WELLINGTON, Sept. 16. Speaking at a dinner of th(f Book binders and Paper Rulers’ Society tonight the Hon. J. 'A. Millar referred to the proposed amendments to the Arbitration Act. He had been urged by members of unions to legislate on the lines of the Victorian Wages Board, but he had refused, as they did not recognise unions, whereas in the Government’s proposals it was the unions who would nominate representatives on the Industrial Councils. He was sorry certain manifestos had been published broadcast prejudicing the Bill in the eyes of the public, because he was now daily receiving communications from unions in the country in favor of the Bill. Ho had been condemned wholesale, yet he had done nothing that was not in the interests of unions.
