A Royal Commission, of which Judge Chapman was chairman, commenced yesterday and concluded today an inquiry into the question wheclior the exclusion of tho Borough of W aimato from the Timaru harbor ratmg district should continue. The exclusion was effected 25 years ago when the first Harbor Loan Bill was passed and tho Board now thinks that Haunato should contribute to the cost of the harbor, from which it reaps a benefit. An important part or the inquiry was how the exclusion came to be made, and evidence or tins point was conflicting. Tho Commission will report to tho Governor.
