OBLIGATORY ARBITRATION. United Press Association— Received September 6, 10.5 p.lll. THE HAGUE, September 6. The peace conference list of sub jects for obligatory arbitration, not of first-class importance, include in ternational protection of labor and means of preventing collisions at sea It is thought some of the subjects included will even cause disputes of a menacing character. It is expected that 35 Powers will agree to this scheme. Germany, Austria, Japan, and others decline.
